Having problems with your Honda Accord ?

My 1993 Honda Accord has a loud buzzing sound from near the glove box, from what appears to be the heater directional control or blower, but the buzz starts immediately when the ignition switch is turned on, with the engine running or not, and with the heater blower running or not. It's electrical-related, because the turn signal causes a slight simultaneous variation in sound pitch, probably because of voltage variation.
