My 83 impala will not starr or crank when key is in ignition lights come on on dash but no sounds

It's possible that your battery is low, although the starter will usually click. Turn the headlights on and see how much they dim when you turn the key to start. They should dim a little but come right back when you release the key. If they do the battery is likely not the problem. If they don't charge up the battery and try it again.
\015\012 Make sure your battery terminals are clean, shiny and tight. If ou can turn them on the post, tighten them a little more so they don't turn. Try grounding the starter case to the frame with a screwdriver and turn the key. If it starts, clean the grounds between the battery and engine and between the engine and body. They should be on the alternaror bracket and at the rear of the engine to the firewall. You want bare shiny metal contact points. You may have to run another ground from the battery to the frame. If you do attach it to the stud on the front of the starter case. Use the same guage as the battery cable.
\015\012 If you still have nothing, try shorting out the solenoid. If it starts, the solenoid needs to be replaced. If not, disconnect the battery and clean up the cables on the main terminal. It's a good idea to replace the solenois and starter as a unit, saves taking it apart twice in a short period of time.
\015\012 If you still have nothing, there are 2 fusible links down by the starter. One is for the engine and the other is for the body. They do go bad over time. I just cut them out and spliced the wires back together, but it you want to replace them instead, the fusible link is 2 wire sizes smaller than the wire they are in. Use heat shrink tube to seal the joint and cover that with electrical tape. You have to keep water out. I've never bothered to sort out which link goes where, I just replaced both at the same time. You have to unwrap a lot of wiring to sort that out. Hope this helps.
