HI. The overdrive solenoid will only engage if the vehicle is moving in a forward motion. The reverse function dose not use the overdrive capabilities. With that being said, the issues you are experiencing with the illuminated light(flashing), is caused by a faulty OD solenoid. This solenoid is located inside the transmission pan, near the valve body. either the solenoid, itself, is faulty, or there is an issue with the actual switch(OD). This require you to inspect the switch wiring, and the solenoid should be tested as well. The transmission pan will need to be pulled, and the fluid drained to access the solenoid housing.
Flashing overdrive light means there is a transmission problem and there is a code stored in the transmission. It could also be a PCM issue. If it turns out to be the PCM, go to your local junkyard and pull out another one from a 1996 Ford Windstar.
