Answers :

Spark Plugs are preventative maintenance
I change them every 3 years, regardless of mileage

I personnally don't bother with plugs in order to diagnose
most issues, as they can't really fail due to their design

They will wear & stress the ignition modules,thus you
change them,3 years,50,000 miles ,etc

Valve seals, I think you would replace if they were causing
oil useage.

That said, what else was done to diagnose whatever the
initial problems were or are?

The plugs & seals have nothing to do will it,that was my point

I assume your talking work done at a repair shop

Was the car not checked for codes & code related issues
resolved,such as misfires

No power at all over 30 mph, is usually a worn out & partially
blocked exhaust converter or a totally blocked fuel filter,which
is not too likely.
