When engaging the hand break it does not keep the car from rolling.

You will need to tighten the adjustments on the rear wheels so as to keep the links without much play .
\012jack up the car and checck the hand brake cable and the adjustments. While inthe resting postion make the play reduced. Also adjust the brake pads to come closer so that a good action comes in when the hand brake is pulled.
