You said the brake light switch is getting power, but is the power coming out of it?If there is power to the switch,is there power coming out of the switch? If it is a multi plug in,on the switch, make sure you are checking the right circuit. Also, make sure the brake light switch is working with the pedal being pressed, check the adjustment.Check,if it has a towing package, the harness under the truck, the harness will lead to a spliter, witch maybe the problem.
You have a broken earth wire at the brakelights themselves.

\015\012Figure out which is the supply wire and which is the earth wire on the brake lights, then connect a good clean supplemental wire for the earth to a metal ground point and they should work fine.

\015\012Power is good, but a return earth is required for proper operation. The earth can be shared between both brake lights.
