You don't give the make model and year, most of the time the positive cable goes directly from the battery to the starter, and the negative goes from the battery to the engine block or frame. If you have no lights or power, you would check for voltage at both ends of the positive and a good ground at both ends of the negative.
If you have lights but the starter won't engage, you would check for voltage at the starter with the key switch in the start position. There is a neutral or clutch switch in that circuit that could have failed.
