There should be separate relays for the low and high beams. located in the fuse box, probably under the hood. they look like plug-in small rectangular black boxes.
You have an ohm meter check harness connector little pigtail connector plugged into main harness check continuity from one of connector to the other end no reading, replace harness check this sight out \015\012www.racinglab.com/headbulwirha.html\015\012before we go on does the low beam on the other side work?

Headlight problem: 84 Toyota SR5 4wd wagon. When I got the car the high beams didn't work. Replaced both bulbs, still didn't work. Returned bulbs and replaced again, everything worked. A few weeks ago the high beams stopped working, both together. Tonight the low beams just died too. There is a large relay makked "HEAD" in the balck fuse/relay box under the hood. It was warm, which would seem to suggest the steering column switch works. Does somebody know what's going on here ?

Secondly checked each headlight fuse and both fuses were good, had the battery tested and battery was good, high beams work just fine only thing not working is both headlights.

Passenger windshield wiper and passenger window, not working. Also, Driver side headlight & Driving light stopped working. Replaced the bulb for the main sealed headlight, and the bulb turns on after a few second delay, but it seems to be the high beam that's turning on on that side only. Also, when the car is parked and locked up, the Driver Headlight will occasionally turn on at random, and stay on for up to 10 minutes at a time. Did the car have a stroke or something? lol

My 1993 Toyota Camry has crook headlights. Only works on low beam. High beam will not operate at all, when either selected on the stalk twist control or when moving the stalk towards the driver as when momentarily flashing the lights. (With the latter I can hear the relay clicking, but just in case replaced it with a new one.) However, when I remove the low beam bulbs (i.e. the 2 outboard bulbs) the high beam bulbs light up.
