This sounds like the belt tensioner bearings have failed, causing the excessive noise. It's annoying, that's for sure! It looks like you'll need to replace the belt tensioner. Also, if you haven't changed it for awhile, I would recommend replacing the belt as well, while you're at it.

It is either your tensioner or your idle pully. You will need to replace them as it could destroy your belt. What is happening is the bearings are bad in the pully causing it to stop spinning and squealing the belt.
