Having problems with your 2002 Ford Explorer ?

I have a 2002 Explorer. After the radio and windows stopped working, I did some research and found #17 fuse blown. But, when I went to replace the fuse, it sparks (even without the key in ignition) and blows the fuse. What could be causing this?

The wire is shorted to ground or something in the radio. if you can pull the radio and put the fuse in. if the fuse doesn't blow the radio is bad, if it does blow then the wire is touching the ground/metal body somewhere. you have to trace it back. as far as the windows go they are on a circuit breaker and not part of the radio. and circuit breakers can fail
