I found on our van that had same problem it was the PS fluid resivior. In the resivior is a very fine mesh screen that over time will plug with foregin debris. Unfortunately the screen is part of the housing and can only be marginaly cleaned. I founf a new resivior on ebay for about 15.00 and took about a half hour to swap out the old for new. Took care of the howling during turns. This info came from a Dodge mechanic to try BEFORE replacing the pump. Hope this helps.
HI I'M litoshop FIRST CHECK THE LEVEL OF THE POWER STEERING FLUID AND IF IT'S OK THEN IF YOU HAVE NOT REPLACED ANY OF THE POWER STEERING HOSE THEN IT COULD BE THE POWER STEERING PUMP YOU MAY ASK WHY THE HOSES THERE ARE AFTER MARKET P/S HOSES THAT WITH CAUSE THIS PROBLEM GOOD LUCK IF THIS INFORMATION HAS BEEN USEFUL PLEASE LET US KNOW THANK YOU
