Fuel is drawn into the engine by the pump on the engine. The only thing between the fuel tank and the pump is the fuel filter. A drain on the bottom of the filter allows water to be drawn off when present. Replace filter if it is dirty or don't know when last changed. If you are using pure biodiesel, you might have fuel turned to 'gel.' (This is more common in winter) Pure biodiesel usually needs a heated fuel tank to keep it flowing. You might also have algae growing in the fuel tank. If that is the case, there are additives to kill them and then change the fuel filter.
Did you replace the fuel filter? If you did and did not pre-fill it with fluid, it won't work, Try cracking lines to each diesel injector while turning it over (open the lines slightly to let air bleed out) Hopefully that'll get you somewhere.
