Stuck thermostat or low on antifreeze
Bad thermostat or heater core is clogged. check engine temp gauge for thermostat. for heater core,remove hoses from heater core to radiator and use water hose to flush out heater core

This sounds like low coolant level,or air in the system, you said the fans work they should cool it down just like the air flowing through it, this tells me the coolant flow is not good until higher rpms,try reving the motor and see if it cools down ... Chevrolet 1500

I have a customers 2002 Ford Taurus that has a problem with very little heat to the interior. We tried simple fixes like a new thermostat and also found the cabin filter plugged. I now have good airflow but still the heater won't put out air over 100 degrees.
