Be sure to use only factory replacement senders as they were upgraded due to poor continuity problems. Aftermarket replacements may not have he gold contacts necessary for them to work properly. The reason they work when you do it manually is because you are forcing the sender to make better contact then that which occurs when the sender free floats in the tank. If you've used the proper replacements than some of the older clusters can be disassembled in order to replace the Mylar sheets. They may be in 3 pieces and the dealer will advise which one you'll need for the gauges.
The movement you see is just a test which means the gauge is working, the problem you have sounds like the sending unit.
This sending unit is located inside the fuel tank and is bolted to side of fuel pump module, some cars you can buy just the sending unit and some you need to buy complete fuel pump module, try auto part stores but your best luck would be at the dealer.
