My wife's Civic had a surging idle after I did cooling system work on it as well - it does that when the coolant is low. You still need to burp the cooling system. That will get the air bubbles out of the system and free up the room in the system for the rest of the coolant the car needs. It's easy, requires no tools, and it WILL stop the surging as well as keep you from overheating the engine when you start driving the car again.
