Can a bad battery stop a windstar from turning over even if lights still come on?

Yes a bad battery can prevent it from starting. With headlights on turn ignition key to start position. If headlights go out there is not enough power to engage starter. Either a bad battery or connections on battery or where the wires make contact with ground or solenoid. If there is white buildup on battery ends, remove ends & clean connections thoroughly. If the headlights stay on with little or no change when you turn the key to start, it most likely needs a starter.
It could if battery only has enough power for just the lights, what I would try first is turn the light on and try to start the van, if the lights go to dim or off, then the battery is no good, if they stay bright then more then likely it's going to be your starter, another way to test the starter is hit the starter with a hammer or some thing you can reach it while some one holds the key to start, if it starts or not replace it anyway bad starter.
