When stopping, the throttle plate is completely closed, leaving the engine to need a different way to get air...that would be the IAC (idle air control) valve or otherwise known as an electronic choke on older cars. It gets dirty with carbon and after it gets hot it can get sticky...if you clean or replace it, that will solve the problem and it will also run better at idle.
