Having problems with your 1991 Toyota Tercel ?

Rough idle slow to take off but smoothes out at 25mph seems way underpowered up hills

Sounds like you have either a fuel pressure concern or a restriction in the exhaust system. I would check (replace) the fuel filter first. Also check to see that you have the correct fuel pressure @ the engine.The fuel pressure at the fuel rail should be 38-44 PSI. If that does not correct concern. See if you can disconnect the exhaust system in front of the cat. converter and test drive. It will be loud be you should be able to see if that is the source of your problem.

I had a similar problem with my 1992 Tercel. What caught my eye about your post was that you said it was underpowered on hills and slow to start. I checked all the normal ignition type stuff distributor, plugs wire, etc. Also checked the fuel pressure.

I had to give it gas when I was pulling up to a stop sign or red light to keep the car from dying. Is that what yours was doing also? I had to increase the idle speed just to keep it from dying
when I stopped at a red light.
And also I couldnt pass the emission test to get my inspection
sticker. I was unable to set the timing properly because the timing notch on the crankshaft pulley was jumping around.

Had just installed a new head gasket, so I removed the cylinder head again to make sure there was no leakage around the gasket and noticed that the exhaust valves and valve seats looked beat up. Took it to a head shop and they told me I definitely need a valve job, and all the bad valves were exhaust.
After the valve job, I was able to set the timing just right and pass my emissions test.

So if youve exhausted all other possibilities like I did, you should take the head off and check the valves and valve seats.
No way to see but to take it off.
