By "brake cover" I assume you are talking about the rear brake drum? Most times they need to be smacked with a hammer to break them free of the hub. If the brakes are worn though you may need to back off the adjuster with a brake adjuster tool or even a screwdriver, going through the small opening on the backside of the mounting plate. Look carefully at the flat part of the drum and make sure there isn't a set screw holding it on first though. To remove the broken stud, just smack it with a heavy hammer (after you get the drum off). To re-install the new one, put it through the hole where the broken one was, stack washers on it (threaded end) and use oil so things can slide easily. Put the nut on the stud (flat side in) and tighten it. Doing that will draw the splined end into the axle flange. When it's fully seated, remove the nut and washers, put the drum back on and then put the wheel back on.
